When matching props to engine rpm, the governor is removed from the engine and replaced with a blanking plate.
The engine/prop combination is then run up to full power.
The pitch of the prop blades are then adjusted at the hub adjustment until the engine cannot turn more than the rated rpm of 2700 in your case.
The governor is then refitted to the engine and adjusted accordingly.
The engine manufacturer stipulates a max rpm runaway speed (e.g.. 4% over redline 2700) beyond which you have to do an engine teardown.

Removing governor for certification is one thing, but you can also adjust governor direction to max RPM, during run-ups be careful not to exceed redline. So if you are making redline say at 3/4 throttle travel on the O360, stop there, go back and apply more pitch to blades until you can make 2700 RPM statically at full power with throttle lever full in... Now bring back governor until you get a 100 RPM drop at full power, then adjust about 50-75 RPM other direction... You may also want to check your Tachometer against a calibrated prop balance machine, or strobe to verify accuracy as not uncommon for indication to be off considerably... That position will give you shortest takeoff distance, and double protection against prop overspeed, as well as better glide ratio if prop now too flat and governor catching it... As the disc up front will have less drag with more pitch.. Not sure what MT gives you for procedures, but 5 Degrees does sound awfully flat, but again that's somewhat dependent on prop's physical profile and could be about right... This procedure can take good deal of time, but can also make a HUGE difference in T/O performance!! Good luck whatever you decide to do!!
