Hand Proping

Is it legal to hand prop an airplane if you are alone? I thought I had read something about a requirement to have a qualified pilot in the aircraft when hand proping. I'm not sure if this was an airport's regulation, or an FAR.

Neither that I am aware of...it is however an insurance requirement with some carriers, but legal as far as the FAA is concerned.
