io360 injector drain tubes

I'm trying to get familiar with the injection system. Most of it is pretty straight forward, but some is still pfm.
I'm trying to get a better understanding of the intake manifold drain tubes. As I understand, excess fuel in the intake manifold drains to the ground. How does this drain work? What is "excess"? Is it like a stand pipe where if the pool gets deep enough it will drain out? Or is it made so any standing fluid is drained? Is seems that a drain hole open to the atmosphere would not be a good idea on the intake manifold. Is there a check valve or something in there to close off to atmospheric?
