Adjusting elevator halves

I am going to re rig my plane at some point this winter and one of the things I am trying to figure out before I start is how to adjust the two elevator halves. They seem to be bolted together with three bolts with the control horn sandwiched between them, but what is the procedure to even them up? Loosen, level each side, then re-tighten the bolts perhaps? Hopefully someone who has done it can weigh in.

The BD method after trying with the attach bolts was to clamp four 2x4s top and bottom at the balance horn on left and right sides then with two knowledgable mechanics apply gently persuasive twist in desired direction.
If fabric loosens tighten with hairdryer.
