Here's a link to an antenna that purports to do exactly what you want. I have no experience with them, but it might be worth checking out.

Manufacturer is Advanced Aircraft Electronics.

When I bought my airplane it had a Motorola business band radio for talking to farmers in it. The antenna was inside the fuselage and seemed to work fine. I assume it was internally mounted to avoid any questions though. It has since been removed. Anybody want a Motorola radius M1225 radio?
