Lift Strut AD

In what year did Maule Aircraft start coming with sealed lift struts? I am looking at a 1999 M7-235B and cannot figure out if the AD98-15-18 R1 applies to this aircraft or not. SB 11 came out in 1995. I guess you can remove the upper wing cuff and look for the 2 raised weld spots. I would think by 1999 Maule would have only been installing the sealed struts, at least that is my logic.
