Juxtapose that with this quote:
"Last week, {the Bureau of Land Management} began seizing cattle found grazing on adjacent federal lands in violation of a law meant to protect an endangered desert tortoise."
Can someone please find me the section of the US Constitution that allows for federal ownership and/or control of land to protect an endangered desert tortoise? Or for ANY other purpose at all?
